台灣是個四面環海的島。連網網路需要依賴國際海纜,遇到天災(地震、颱風)人禍(拖底漁船、抽沙船破壞,戰爭封鎖…)都可能會造成台灣網路中斷。

網路已經是我們生活不可或缺的一部份,我們要如何提升台灣的網路韌性,假如遇到台灣連國外網路中斷,甚至台灣本地都沒有網路可用時,我們要如何讓大家仍然有安全穩定傳遞資訊的管道,讓大家可以安心生活呢?

台灣位處地震及颱風等天災頻發的地區,假如因天災導致連至海外的電纜斷了,許多資料中心不在島內的網站和 app 恐將無法使用,就算有低軌衛星,在頻寬資源有限的情況下,一般來說也會優先提供給公部門及 First Responser 做使用。因此應該防範未然,事先盤點各種斷網情況下的數位備援方案,提升公民社群的數位韌性!

我們想討論政府數位機構或民間團體有哪些措施,讓台灣的網路基礎設施和關鍵服務盡可能地具有韌性。促進政府、產業和公民社會等不同利害關係人之間進一步的合作,以確保台灣的數位韌性。目標是在緊急情況下,將斷網對公民日常生活的干擾降至最低。

Taiwan are islands surrounded by sea. Internet depends on submarine-cable. Any disaster, whether its natural (typhoon, earthquake) or man-made (trawling fishing, sand pumping or blockade in war) would cause internet breakdown within the islands

Internet is a necessity in modern life. In case of an international internet breakdown, or so far as a total breakdown of local internet service. How can we strengthen the resilience of our internet infrastructures, making a stable and safe pathway of information available for everyone, especially in times of need?

Geographically, Taiwan is vulnerable to natural disasters like typhoon or earthquake. If submarine-cable were to be severed in natural disasters. Many websites and applications that operate without a local sever would be unavailable. And even with low orbit satellites, limited bandwidth suggests that it might be only available for government and first responders. Therefore, we proposed a project of precaution, let’s research and make an inventory of every possible digital solutions/ redundancies. And by that, strengthen our digital resilience of civil society.

We want to discuss measures for both governmental and civil department, that can maximize the resillience of Taiwan’s digital infrastructure and critical services. And promote further cooperation between government, industry, civil society and other stakeholders, with the intent to minimize the disruption of civil life in times of emergency.
